Official Reaction of Senator Rosa Galvez to the Introduction of Net-Zero Emissions Legislation
Ottawa, November 19, 2020
The Honourable Senator Rosa Galvez made the following statements this morning in reaction to the introduction of Bill C-12, An Act respecting transparency and accountability in Canada’s efforts to achieve net-zero greenhouse gas emissions by the year 2050:
“I am very happy that as a country we are taking this first step to reach net-zero greenhouse gas emissions and our Paris Agreement commitment to finally face the climate crisis. At last Canada has a chance of setting a robust framework to ensure we start setting science-based targets and actually meet them.”
“I am very optimistic that the bill recognizes that climate change is a threat to the economy. For the first time in Canada’s legislative history, the Minister of Finance will have to report annually on measures taken by the federal administration to manage financial risks of climate change, a troubling shortcoming in Canada’s financial legislation and administration. It is a great first step and I hope only a start to, for example, ensure all public funding becomes conditional with alignment with climate goals as I have proposed in my white paper on a clean and just recovery.”
“I will further analyze the bill, but I celebrate this initial framework which will hopefully be bonified by the parliamentary process.”
About Senator Rosa Galvez:
Rosa Galvez is an environmental engineer, professor, pollution expert, and independent senator from the province of Quebec since 2016. She is a member of the Senate Standing Committee on National Finance which provided oversight for the federal government’s emergency COVID-19 response and attended all Senate sittings to adopt emergency measures since the beginning of the crisis.
She recently organized a webinar series on a clean and fair recovery for parliamentarians and government decision-makers with six experts including Joseph Stiglitz, winner of the Nobel prize in economy and published a white paper on the same topic. She was the Chair of the Standing Senate Committee on Energy, the Environment and Natural Resources from 2017 to 2019.
